Description:
Hello,

we are running several mysql accounts with different query/h limits on a Red Hat Enterprise Linux 3.0 with 4.0.23 binaries rpms.

Several users are complaining that if the query/hour limit is exceeded the query counters for the account doesn't reset anymore until the server is restarted and they keep getting error #1226.
We could verify this in many cases, this happens randomly and can be resolved restarting the server or manually flushing user privileges.
