Description:
From 8.0.0 release notes:

"The MySQL source code has been updated to use Doxygen for the internal documentation. The generated content for this milestone is available at http://dev.mysql.com/doc/dev/mysql-server/8.0.0. This is a work in progress."

That link is currently broken (returns HTTP 404). There is, however, https://dev.mysql.com/doc/dev/mysql-server/latest/

This must have been a temporary failure. The link exists now. Thanks for reporting, anyway!
