"The Windows system variable %ALLUSERSPROFILE% defaults to C:\Documents and Settings\All Users\Application Data"

Since Windows 7, this is incorrect. It defaults to c:\programdata, see https://www.microsoft.com/security/portal/mmpc/shared/variables.aspx
