Hi 

I installed MySQL Server 4.1 to  c:\Programme\MySQL\MySQL Server 4.1\ . 
Also had already installed the MySQL Administrator 1.0 and MySQL Query Browser 1.1 in same directory c:\Programme\MySQL\...

Ever since I was not able to do OS commands like net or ping. After various virus and trojan checks and stuff I realised that they simply were not found.

Via SET command I checked the variable PATH and found the spaces in the installation path of MySQL Server 4.1. Thought that the spaces were the problem.
I checked the shortname of the MySQL Server 4.1 installation (MYSQLS~1.1) by doing dir /x . Then I edited via ControlPanel / System the path variable of MySQL Server to  c:\Programme\MySQL\MYSQLS~1.1\bin 

And all the missed stuff of WinXP TCP worked again. 

Then on rechecking I found other PATH statements also containing spaces.
