Description:
here's an idea:
INSERT_METHOD has NO, FIRST, and LAST as options now.
How about making a "RANDOM" option, so that when being used with MERGE, it will go to a random table inside of that group.

another idea:
How about another option that lets you insert to the table that is smallest in size?
