What is the point of an uncompressed tar that contains a compressed tar?

How to repeat:
[ec2-user@ip-172-16-3-190 ~]$ tar tvf mysql*.tar
-rw-r--r-- pb2user/wheel 548193637 2016-02-02 00:19 mysql-5.7.11-linux-glibc2.5-x86_64.tar.gz
-rw-r--r-- pb2user/wheel  29034774 2016-02-02 00:13 mysql-test-5.7.11-linux-glibc2.5-x86_64.tar.gz

Suggested fix:
tar up the actual files instead of another tarball

Thanks for the bug report. 

I assume that the question is related to the compression, so if we create mysql-5.7.11-linux-glibc2.5-x86_64.tar with the actual files or with tar files, the final download tar will be close to 2.2G, hence to reduce the size of the downloads we have included the tar.gz file into tar (551 MB).
