Description:
Currently there is no support for decoding of MYSQL_TYPE_NEWDECIMAL

How to repeat:
Create a table with MYSQL_TYPE_NEWDECIMAL data type as a type for one of the columns, when  Binlog Events is used to decode and print it the output will be 
"not implemented".
