Just before seeing your email, I uninstalled MySQL installer then ran mysql-installer-community-5.7.8.0-rc.msi again. This time it saw that 5.7.7 needed to be upgraded to 5.7.8, and did so with no reported errors. So the fix, apparently, is to uninstall the installer then run the msi.
