Description:
Upgrade Boost dependency from Boost 1.58.0 to 1.59.0 when it's released
(currently only a beta is available).

Boost 1.59 contains bugfixes and performance improvements, but no new
features needed by MySQL 5.7. Upgrading to 1.59.0 removes the need for all
current patches on top of Boost 1.58.0.

Noted in 5.7.9, 5.8.0 changelogs.

The required version of the Boost library for server builds has been
raised from 1.58.0 to 1.59.0.
