Description:
Chose to Create New Table. Edit your table. Press "Apply Changes". In the "Confirm Table Edit" press "Cancel". Now the "Apply Changes" button is inaccessible until you have made modifications.

Suggested fix:
Let "Apply Changes" be accessible if you press "Cancel" in "Confirm Table Edit" dialog.
