Description:
Since CREATE / DROP / ALTER TABLESPACE  commands are generic (non-engine dependent) , then it logically expected to see SHOW TABLESPACES command as well. 
Querying I_S may be an alternative way to see them, but SHOW command is required the same way as other objects have (DATABASES, TABLES, INDEX, etc).
