Description:
Adding a new plugin service is a 12 step process (as detailed in libservices/HOWTO). 
This is error prone and is a barrier against easy addition of new services

How to repeat:
Try adding a new plugin service

Suggested fix:
Create a script that automates this process and creates the bare-bones code.
