If WorkBench isn't installed try to install version 6.2.4.

It doesn't look like any version of Workbench was installed. I have tried reinstalling the whole package twice, but it does not install Workbench.

Then try to download the WorkBench msi package from here: http://dev.mysql.com/downloads/workbench/ and try to install.

Description: I have installed MySQL Community but it will not run Migration Toolkit because it states that it cannot initiate the Java Loader. When I run Java - Version from CMD it states that I have the following: "java version "1.8.0_31" Java(TM) SE Runtime Environment (build 1.8.0_31-b13) Java HotSpot(TM) Client VM (build 25.31-b07, mixed mode)" My path is: C:\ProgramData\Oracle\Java\javapath;C:\Windows\system32;C:\Windows;C:\Windows\System32\Wbem;C:\Windows\System32\WindowsPowerShell\v1.0\ Please help.

It sounds like you're using a deprecated product. Migration Toolkit is no longer supported and has been replaced by the Migration module of MySQL Workbench.
