The 4.0.XX installer needs a file called Uninst.isu which is saved in the root install directory for to perform an uninstall process via Control Panel Add/Remove program. You can try to use the 4.0.23 installer and to re-install in the same place and same options and to un-install via Control Panel, but this not works all the time. Another way is to remove the whole install keys from the registry, but I can't to recommend this because is dangerous and you can damage the whole Windows installation.
