"The port number must be 1024 or higher unless the server is started by the root system user."

How to repeat:
I cannot repeat.  I have been using MySQL for 14 years now (on Windows) and for all that time I have been trying very hard to locate the 'root' user on my system. But with no luck till now.

Suggested fix:
Provide details on what restrictions apply and do not apply on *ALL* supported Operating Systems - not only Linux.
