If Workbench looks for \usr\local\ssl\openssl.cfg on Windows *IT IS* a bug IMO! MySQL for windows has (must have!) OpenSSL or YaSSL statically linked. I have no problems creating SSL connections to MySQl on Windows with SQLyog (for instance), if only certificates and keys are in place and the private keys are specified in configuraton. -- Peter -- not a MySQL/Oracle person.
