I've received reports from users that the apt repository at dev.mysql.com returns 403s during apt-get update: https://gist.github.com/meatballhat/955cd3c9d06a19283fa7

This error seemingly only occurs when the apt-get update is performed behind an instance of apt-cacher-ng.  When users bypass the apt-cacher-ng proxy, the 403s go away but the download rate is very slow (~13k/s).

I realize this is likely two separate issues, but wanted to mention them together in case there's a connection.  Thank you! <3

How to repeat:
Follow apt repo installation instructions on http://dev.mysql.com/doc/mysql-apt-repo-quick-guide/en/.  If behind apt-cacher-ng with `dev.mysql.com` in domain list, observe 403s.  If not behind apt-cacher-ng, observe very slow transfer rates.

I am not able to reproduce and we have not got any similar reports.
