Description:
Advisor reports on table permissions, where tables are not preconditioned, this causes each event (run every five minutes) to take more than five minutes to run.  This inevitably causes a backlog of queries and leads to extensive use of swap and maxing the CPU.

How to repeat:
Install MEM without prerequisite tables

Suggested fix:
make tables preconditioned.
