Description:
Libmysql.dll could not be found when attempting to run winmysqladmin.
No setup.exe file found as documentation indicates, no my.cnf file found as doc indicates, no my.ini as doc indicates. 
Trying to run mysql_install_db returns 'is not recognized as an internal or external command...'

Please copy the mysql\lib\opt\libmysql.dll in the
mysql\bin directory (the same directory where
WinMySQLAdmin is installed).

It's a bug in the installation program, not in MySQL itself!!!
