Description:
mysql_install_db.pl (from mysql-dist-5.6.14-windows-amd64.zip) failing with 

FATAL ERROR: Could not find my-default.cnf

if "--defaults-file=" contains absolute path

P.S. Linux script resolve path properly

How to repeat:
1) Put my-default.cnf in some temporary dir 
2) Specify "--defaults-file=" with absolute path to it
3) Run mysql_install_db.pl

Suggested fix:
It would be nice to don't touch basedir if path is absolute.
