Description:
Hi,
during the installation of MySQL 4.1.7 for windows I set the port to 3307, as I already have another instance of MySQL installed. The Instance configuration wizard wrote the configuration file and started the service properly, but it failed to apply the security settings with the error "could not connect to mysql server on localhost".

The server was running, and I could connect to it using the command-line client. 

How to repeat:
I tried to repeat the bug after uninstalling and re-installing MySQL, but it worked properly after that, so maybe it's not a bug but it failed for some reason.

Suggested fix:
If it is indeed a bug, make sure it connects to the right port.
