Description:
High severity error is thrown at Notifier restart when mysql services/products had been removed while notifier was not running.

How to repeat:
1. Install notifier and a server using the installer.
2. Stop/Close notifier.
3. Uninstall the installer, the server and every other MySQL product besides Notifier using Control Panel >> Uninstall a program.
4. Restart notifier and observe the High Severity Error being thrown.

- Added extra validation to avoid High Severity Error while restarting when watched MySQL products were uninstalled while Notifier was not running.

Fixed as of the upcoming MySQL Notifier 1.1.6 release, and here's the changelog entry:

A "high severity" error was thrown when restarting Notifier if MySQL
services/products had been removed while Notifier was not running.
