Description:
It looks like:
- The default SMTP rate limit is 10/minute.
- If the limit is reached then notifications are discarded
- If the limit is reached this is indicated in the events as "Failed Targets"

The problem is that notifications get easily discarded without the user being informed about that.

How to repeat:
Add a notification group/policy with a default SMTP rate limit and then add a few new machines...

Suggested fix:
What I would like:
- A higher rate limit by default
- One email telling me that there were x notifications discarded because of the rate limit
- An easy way to resend the notification
- Some way to easily share an event via email/im
-- URL to link to the specific event (as used in the notification emails)
-- Share this event with <email>
- A more visual alert about discarded notifications in the web interface
- When the rate limit hits: only discard <= warning
