Description:
"Reported twice" should be
set status to "Duplicate" not to "Not a bug".

Also, there is no appropriate action for "Fixed in the next release".
"Fixed in the release" means that fixed release is already out (which is almost never the case), while "Fixed in the development tree" comes with a text that is mostly suitable for 5.0 and sometimes for 4.1 tree, but not for 3.23/4.0 - they are not "development" tree.

How to repeat:

Suggested fix:
Retorted twice (Not a bug) -> Reportwd twice (Duplicate)
Fixed in the release -> change auto-reply text to "Bug is fixed. Bugfix will be present in the next release" (or something like this)
