Hello, and thanks for your bug report. I assume you are talking here about the Windows Installer for MySQL commercial-licensed products. If this is true, please open a support ticket to track this issue further. The web installer for commercial-licensed product requires credentials which can log into My Oracle Support.

FYI, I had experienced this problem with earlier versions of commercial-licensed Windows Installer. The problem was discovered to be special characters in my password not being HTML-encoded properly, and this was fixed (it works fine for me now). Further investigation is best done with direct engagement with the MySQL Support Team at Oracle.
