Debian and Ubuntu distributions have discussed using UTF8 as the default (or as a debconf question).

This sounds like a useful feature request to track here / allows users to mark as "Affects me".

Suggested fix:
Change from latin1 to UTF8.

To clarify this FR: utf8 means "utf8mb4".
