I could add a comment to an already closed bug just fine a few days ago, problem there was that the status stayed as closed, and I'm pretty sure that nobody looks at closed bugs ever again ...

'In Progress' typically indicates a a solution is in the process of being implemented - as such submitting a contribution in this status is blocked as to not mis-represent that a solution for it (a contribution) is still being sought. Note that in the specific case of bug bug 69265 the 'In Progress' status was set in error (and was later corrected).
