The mysql_setpermission Perl script provides an interactive means to manage user permissions, but it hasn't kept up with recent developments, including new permissions, user authentication plugins and proxy users, etc.  It should be deprecated - users looking to manage user accounts interactively should use MySQL Workbench.

Noted in 5.6.17, 5.7.4 changelogs.

The msql2mysql, mysql_convert_table_format, mysql_find_rows,
mysql_fix_extensions, mysql_setpermission, and mysqlaccess utilities
are deprecated in MySQL 5.6.17 and removed in MySQL 5.7.4.
