I think this is more than D4. The page http://downloads.mysql.com/archives.php says "We provide these as a courtesy to our users, who may need to duplicate an existing installation based on older versions of our software." This is exactly the scenario. We sometimes need to replicate the environment of a user/customer. Additionally in particular 0.71 (what is no longer available now) is 'rock-solid' for lots of use cases - even if it does not have the same set of features as 0.8x. 0.71 is also easier/simpler to configure.

Archives for the old 0.7 Alpha versions of MySQL Proxy will not be maintained on the archives page, these are pre-release versions that are more than 3 years old now. As with pre-5.0 versions that are no longer supported not being shown, this is the case with the MySQL Proxy 0.7 releases as well (though in this case, MySQL Proxy was never marked as GA supported, as well) Source packages for people that wish to build this version themselves are available here: https://launchpad.net/mysql-proxy/+download
