Description:
If the file my-template.ini is not found the config wizard will not run.
But the error message tells wrong 'my-template.cnf' and not 'my-template.ini'.

How to repeat:
Run config wizard pointing to a server, where 'basedir' does not have a copy of 'my-template.ini'.

Suggested fix:
Print the correct filename the wizard is looking for.

Thank you for the bug report. For recent MySQL Server versions, the config wizard is no longer available, and the MySQL Installer for Windows is the recommended way to install MySQL Server on Windows
