Description:
We were trying to replicate a bug that we had been seeing where NDBMTD would fail at phase 4 (Internal program error (failed ndbrequire) and decided to restart NDBMTD on one of our data nodes. When it started to come up, it instead failed at or around phase 1 with the 2306 error. The entire cluster will not start now.

How to repeat:
Uncertain.
