Description:
I attempted to install MySQL 5.5.25 today. (mysql-installer-5.5.25.0.msi)
Installing from the web site generates the following MicroSoft error:

The installation package could not be opened. Contact the application vendor to verify that this is a valid Windows Installer package.

I then saved the msi file to my workstation and installed from there.

I received the same error.

How to repeat:
browse to http://dev.mysql.com/downloads/installer/.
click the button labeled "Download"
In the pop up window, click the button labeled "Run".

Wait for the error.

What exact mirror/ URL do you use to download? Just check your list of downloads.

From the MySQL site (http://dev.mysql.com/downloads/installer/) I click the download button for "Windows (x86, 32-bit), MSI Installer".

The resulting dialog box "File Download - Security Warning" wants to know if I wish to Run or Save the file name: "mysql-installer-5.5.25.0.msi" type: "Windows Installer Package, 199MB", From: "cdn.mysql.com".

I don't have the option to choose a mirror site. 

Should I seek out a different download location?

I've tried to repeat your actions exactly, using IE on 32-bit Windows XP, and, after downloading, had got exactly the same problem.

I was able to download and install from a mirror site.
I downloaded 5.5. Maybe the mysql site has a problem with the msi build for 5.5.25?
