What exact mirror/ URL do you use to download? Just check your list of downloads.

From the MySQL site (http://dev.mysql.com/downloads/installer/) I click the download button for "Windows (x86, 32-bit), MSI Installer". The resulting dialog box "File Download - Security Warning" wants to know if I wish to Run or Save the file name: "mysql-installer-5.5.25.0.msi" type: "Windows Installer Package, 199MB", From: "cdn.mysql.com". I don't have the option to choose a mirror site. Should I seek out a different download location?

I've tried to repeat your actions exactly, using IE on 32-bit Windows XP, and, after downloading, had got exactly the same problem.

I was able to download and install from a mirror site. I downloaded 5.5. Maybe the mysql site has a problem with the msi build for 5.5.25?
