Fixed as of the upcoming MySQL Workbench 6.1.3 release, and here's the changelog entry: New "Report a Bug" functionality now opens a browser with the MySQL bug page pre-populated with MySQL Workbench data. This also allows MySQL Workbench to be fully manipulated while submitting the bug report. Thank you for the bug report.
