Description:
Because I'm testing and investigating MySQL on my machine, I don't have the service running all the time. In particular I'd expect to be able to start the database service from the Admin tool (and also use this tool to stop the service.

Instead none of the tools will start up. MySQL command line client just goes "ping" and quits without any error message.

When you start MySQL Administrator for example, press the CTRL
key for the button Cancel becomes Skip.. Then press Skip
and you can start the service by Administrator Service Control
options.
