Description:
Installer don't detect updates

How to repeat:
- Install a Developer installation with an old MySQL Installer package (5.5.13.3).
- Skip check for updates.
- Complete installation (Old version of MySQL Server 5.5 will be installed).
- Run new MySQL Installer MSI (5.5.14.0)
- Click on the "Install updates" link.
- Click Execute button.

Expected results:
A new version of MySQL Server 5.5 should be detected.

Actual results:
No new version of MySQL Server 5.5 is detected.

seeing same problem on a XP 32bit box. this is the log of the initial 5.5.13.3 install (installed "server only" successful)

The product codes have recently been changed. Is it really so that the server constantly changes product codes?

ProductCode should change with each new MSI built.  If the MSI is not changing it's product code, that is a bug.
