Description:
If the system /tmp/ is full rpm fails with out any detailed error.

How to repeat:
Make sure system /tmp/ is full, and cnf has no tmp folder parameter, run standard rpm install.

Suggested fix:
Give detailed error, so user would know the issue.

Which package are you installing? For example, server binary RPM does not mention temporary directory at all it its specs.

This was a 64bit RPM install for redhat5 system.
