Description:
When running installer from msi (dlbclick on explorer) while having MySQL products already on the box, Installer starts in Maintenance mode while it should launch in "install" mode

How to repeat:
- launch installer from msi pkg while having older version of installer along with some producs already on the machine.
- installer launches in "maintenance" mode

Suggested fix:
it should launch in "install" mode (showing the "welcome" screen) when kaunched from MSI

fix verified in 5.5.13.3 pre-build

installer now has 3 different startup-screens/modes.

- "Install" (when no products are on the machine
- "update" (when products are installed and installer is launched from msi (not from startmenu))
- "Modify" (when products are installed and installer was started from startmenu)
