Description:
installing the server package only (without the client) will setup a cmdline client shortcut in the Start menu, which will not work since mysql.exe is not installed

How to repeat:
- install server package in a custom install, unselect everything else
- go to Start Menu -> MySQL -> MySQL Server 5.5 -> MySQL 5.5 Command Line Client

Suggested fix:
dont install cmdline client shortcut if its not installed
