Description:
The ALTER TABLE documentation page is too confusing.  It has compound IF clauses leading to what is or is not available in various situations.

How to repeat:
read the manual

Suggested fix:
Suggest you split the page into two pages -- one for Cluster, one for non-Cluster.  Then, of course, unravel all the IF statements in the prose.
