Description:
mysql-4.1 changed characterset of system tables to utf8 recently 
it caused bugs in the client applications

But manual doesn't contain any notes about such an important changes!

Nor will the manual contain any notes about this, until someone
indicates to docs what it should say. This change may well have
caused bugs, but what should the user do about it? Thanks.

Thank you for your bug report. This issue has been addressed in the
documentation. The updated documentation will appear on our website
shortly, and will be included in the next release of the relevant
product(s).
