Description:
'CREATE USER foo IDENTIFIED WITH ...' statement will fail if the plugin doesn't
exist. But the query is still binlogged.

How to repeat:
source include/have_binlog_format_row.inc;
--error 1524
CREATE USER foo IDENTIFIED WITH 'my_plugin';
source include/show_binlog_events.inc;
SELECT count(*) FROM mysql.user WHERE User='foo';

Suggested fix:
It should not be binlogged.

Documented fix in the 5.6.3 changelog as follows:

      A failed CREATE USER statement was mistakenly written to the 
      binary log.
