Description:
This weekend I have had lots of problems getting into the system I kept getting can't connect to MySQL server on 127.0.0.1(10061). today I finally got in then when I am trying to create new server instance it came to report this bug.

I tried to uninstall all programs to get it to work.

How to repeat:
I tried all weekend to find what went wrong with the program. At one point in the workbench administrator I went to the account section and no one of the options was available it was locked out. Then I tried later to see if it was working none of the pages on the administrator was working. This morning I tried and it was working again but I am not sure why as I did not really do anything. At one point when I was working in the PHPmyadmin it would not allow me to create a database at all this weekend. so I removed all the Xampp files and restarted it again by downloading it and then I worked okay. I also went to MySQL and it worked okay. Again I am not sure why or what I did to make it not work besides redownloading  it. I did not lose any information from what I entered in the program but I can say I was not working at all.

What tool you had used to create new server instance, MySQL Workbench or something else? 

What exactly one should do on some clean version of Windows to get the problem you described?

Not enough information to reproduce. Bug has been open for two years, and we
are thus assuming that this issue is no longer current.
