Description:
http://dev.mysql.com/doc/refman/5.1/en/mysql-upgrade.html

"On Windows Server 2008 and Windows Vista, you must run mysql_upgrade with administrator privileges."

How to repeat:
see above

Suggested fix:
Propose: "On Windows Server 2008/Windows Vista *and higher*, you must run mysql_upgrade with administrator privileges."

Also I think it would be a good idea to do a global search in Docs with the term'Vista' to find all similar places.

Thank you for your bug report. This issue has been addressed in the documentation. The updated documentation will appear on our website shortly, and will be included in the next release of the relevant products.

I have to set it open again. Should not this page be updated as well:
http://dev.mysql.com/doc/refman/5.5/en/supported-os.html

(listed: "Windows XP, Windows Vista, Windows Server 2003, and Windows Server 2008.")

I (again) suggest that you do a global search in the complete documentation to find all similar places.

I did do a search. I decided not to modify that page to say that we support "and newer."
