Description:
When installing from the repository, there are various problems causing the installation to not work properly.

- Everything is installed under /usr/local on Ubuntu, which means that the
  scripts are not found.

- Setuptools is used by Utilities, but not for Connector/Python, which causes
  some confusion and in some situations, libraries are not found.

- Dependencies on other tools are not clear in the README.txt file.

- Not all installed files are written when --record is used for setup.

How to repeat:
Try to install the package on a platform that does not have Sphinx nor setuptools installed.
