Description:
With the 2.2.3.1741 Advisor bundle (on Svc Mgr 2.2.3.1745) and the locale in Japanese, the Advice for rule "Key Buffer Size May Not Be Optimal For System RAM" shows untranslated in the popup for the Event (when the rule fired). However, notice that the same rule's Advice (on the rule's popup) from the 'Add to Schedule' page is in JA (i.e., it is translated).
Another case of an event w/untranslated advice has been seen; so, it might be that this is not an issue of the Advisor but instead of the code that creates the events popups.

How to repeat:
- install monitor and agent
- schedule rule "Key Buffer Size May Not Be Optimal For System RAM" (Memory Usage advisor)
- wait for the rule to fire and its event to be shown on the Monitor tab
- change the user locale to Japanese
- open the event mentioned above
- look in the event's Results and Details tabs (and see untranslated text)
- to compare, now open the popup for the same rule, Details tab, in the Advisors > Add to Schedule page
- observe here the Advice is translated

We do not have separate resource strings for one tab vs. another, so I'm guessing we're just not calling for the translation in one case.  If that's true, this would be something for Josh to fix, so I'm assigning it to him for review.
