RESTART does not work.

Restarting a ndb node with the RESTART command in ndb_mgm fails, because the ndb node does not actually restart.
This is only a problem if you run the managment server on any other port than 2200, because when
the NDB node is being restarted, it tries to connect to the management server on the default port, rather
than the port specified in the Ndb.cfg file.

How to repeat:
Start a cluster on PortNumber <> 2200 . Then restart  nodes from ndb_mgm.
