Description:
When there is a large number of open support Issues, the issues table (in the What's New tab) gets its header (Summary, Sev, Status, Last Response) scrolled up when lower rows are shown.

How to repeat:
- install monitor
- enter support credentials for a customer that has a large number of issues
- navigate to the What's New tab and observe the Open Support Issues table
- scroll the table's rows down and observe the header scrolls past the top

This is actually a huge pita to do in HTML, and I'm not going to do it for 2.3.  I'm hoping some sort of datagrid/table library we'll introduce hopefully in 3.0 will provide this functionality, which we can retrofit into tables like this one.
