Description:
The application is unusable because it is formatted for a screen that is too large and does not provide for horizontal scrolling to see all aspects of the screen.

I believe that the problem is that this application can not accommodate customer DPI scaling that is available in both Windows XP and Vista.  I have set DPI scaling to 144 for ease of viewing which is above the standard large scale that is set at 120.

How to repeat:
Any Vista / XP machine 

Go to Control Panel Home
Select Ease of Access (Optimize Visual Display)
Select Change the size of text and icons
Click Custom DPI
Select Scale to this percentage of normal size
Select 150%

Suggested fix:
I believe you should accommodate the custom DPI scaling or at least warn your users that the maximum DPI scaling allowed is 120 (standard large).

I don't think it matters but 1280 X 1024.

Can you attach a screenshot or indicate which of the screens have a horizontal size too large?

I have noticed that a 1024 x 768 also does not quite fit.
If set to 1152 x 864, it does show scroll bars.

Presumably the developer is using a Wide screen format.

However, even the maximize button does not show scroll bars as already commented.

On Windows XP with default DPI settings and 1280*768 screen size horizontal scroll bars are missing but surely needed for many Administration > Configuration tabs at least.
