Description:
MySql.Data was not switched to the runtime version 4.0. 

How to repeat:
Look for the runtime version

Correct.  Is this a problem for you?  It integrates into VS2010 correctly and can be used in .NET 4 projects without problem (it will automatically use .NET 4)
