Description:
1.使用workbench导入/出数据时提示编码有错误
2.Layer在修改中文标题后显示为"方块"

错误信息：

How to repeat:
导出数据的时候提示错误信息

Suggested fix:
1.正常导入/出数据
2.可以显示中文标题
